Open staff role: VMM Safeguarding & Protection Programme Manager (East Africa)

  • Manage VMM’s child, youth and vulnerable adult safeguarding & protection programme and its various components – including mentoring and training of VMM partner staff, positive discipline in schools, child rights clubs, radio broadcasts
  • Oversee operational and performance monitoring of the programme and colleagues
  • Maintain and diversify funding to support the programme
  • Conduct safeguarding mentor visits in VMM partner organisations in several countries including Kenya, Uganda, Tanzania and Malawi and support partner efforts to implement their safeguarding policies and procedures
  • Represent VMM at various fora, including safeguarding committees and working groups


Programme Management

  • Manage and guide Safeguarding programme team members
  • Assume role of Secretary on the VMM Safeguarding Committee and help to develop this committee
  • Coordinate the development of a VMM safeguarding and protection strategic plan, and ensure alignment of projects with this plan
  • Lead roll out of the revised VMM Child and Vulnerable Person Safeguarding Policy

Funding and Donor Liaison

  • Manage technical documentation and reporting for a multiyear funded programme
  • Support donor communication with the primary donor
  • Coordinate and manage proposal development to new donors

Financial monitoring and reporting

  • Liaise with VMM Finance Controller at the end of each month so that project expenditure is tracked accurately according to approved project budget lines
  • Compile finance reports for donors and comply with donor requirements

Monitoring, Evaluation and Learning

  • Manage reporting linkages between safeguarding team members in different locations
  • Manage monitoring and evaluation of project performance against objectives and corresponding indicators
  • Manage operational monitoring of programme activities, outputs and beneficiary reach using existing tracking tools and oversee regular data inputting
  • Ensure that lessons learned/recommendations from external evaluations of VMM safeguarding activities are shared appropriately and acted upon
  • Ensure that best practice principles are applied in VMMs safeguarding work and lessons learned from similar organisations can be considered for implementation

Safeguarding Mentor Visits

  • Mentor and support VMM partner staff including safeguarding personnel and senior management
  • Support VMM partners to develop and implement safeguarding work plans
  • Organise regional and national child safeguarding workshops and deliver training
  • Review safeguarding mentor visits programme and update using participatory methodology

Networking and Partnership Development

  • Liaise with Keeping Children Safe (KCS) and promote capacity building, networking and sharing of resources within this coalition
  • Contribute to the KCS Working Group on Child Safeguarding in Faith-Based Organisations
  • Represent VMM on the Child Safeguarding Steering Committee for Misean Cara members in Kenya and attend quarterly meetings
  • Keep VMM Staff and Volunteers up to date with relevant safeguarding & protection issues / campaigns which may be relevant to them or those they work with
  • Review the current Memoranda of Understanding between VMM International and partners and advise on how child safeguarding can strengthened in partner MOUs.


  • Act as the Designated Safeguarding Officer for the VMM Africa Office
  • Support VMM’s designated persons in Europe with their safeguarding roles

Required skills and experience:

  • Direct experience working in the international development sector
  • Proven track record in child safeguarding and protection
  • A degree or post-graduate qualification in International Development, Human Rights, Social Science, Education, Social Work or a related field, or equivalent experience
  • Strong experience in M&E and programme cycle management, particularly results management
  • Strong interpersonal and communication skills
  • Excellent writing skills and demonstrable experience in successful grant-writing and reporting
  • Ability to work independently and follow through on assignments with minimal direction
  • Excellent I.T. skills – specifically in MS Office
  • Fluent English
